In 2008, the NGA, CCSSO, and Achieve Inc. released a report in which they expressed a need to nationalized America's education Curriculum. In 2009, the NGA and CCSSO took it upon themselves to start writing the Common Core State Standards. States were then tempted to adopt these standards, sight-unseen, with grant money from the Race to the Top initiative. The NGA and CCSSO copyrighted the standards meaning teachers and states have no ability to tailor them for their classroom. David Coleman co-founded Student Achievement Partners and played a leading role in the development of Common Core.
